In the early 1970s, the nation’s attention began to focus on runaway and homeless youth, due to widespread concern over increasing numbers of youth becoming involved in, and victims ofhigh-risk situations. Few, if any, federal resources existed to provide runaway and homeless youth with shelter and related services to help safely reunite these youth with their families.
In response to this concern, a group of very committed people at CAPTAIN began developing a system of care to help meet the immediate needs of local youth who were at risk. They strongly advocated for improving existing social services systems and even started a “Host Home” Program, whereby families temporarily took youth into their homes in an effort to provide immediate safe shelter and care to youth who were identified as homeless.

The CAPTAIN Youth Home opened in 1998 and is located in the town of Malta. It is certified by New York State Office of Children and Family Services and is a safe haven for teens who are homeless, runaways, or in danger of becoming homeless. Many of the youth who come to the CAPTAIN Youth Home have experienced high levels of family conflict, domestic violence or sexual abuse and are often struggling with serious emotional issues. Most lack appropriate role models to help them develop daily routines to properly manage their lives.
Arriving through a variety of circumstances, youth are welcomed into a supportive, structured environment and supervised by trusted and trained adult role models. A dedicated staff works closely with the youth to keep them in school, provide positive youth development activities, and offer emotional support. The Home can serve youth ages thirteen to seventeen for up to thirty days, during which time staff work with the youth to reunite them with their families or with an alternative living arrangement.
The CAPTAIN Youth Home is committed to ensuring that high-risk youth in our community have access to a combination of services which include: emergency shelter, preventive and aftercare services; case management; and street outreach. CAPTAIN works in conjunction with other social services agencies to help struggling youth successfully transition to adulthood.
